When Sega launched the Astro City Candy cabinet they gave it a modular control panel to make swapping the panel as easy as swapping the the game board. They continued using this control panel Design up through the New Net City and many cabinets in between.
Some of their competitors’ cabinets are even compatible with these panels including the Taito Egret II and 3 as well as the Taito Vewlix and the Delta 32, among others.
Here is a list of all of the officially released panels that I’ve been able to find in this style. If you know of others please send me a photo and I’ll add it to the list.
1 Player Joystick Panels

They also made a Sega Lindbergh Variant of this Panel
The art on this panel is awesome, the pictures don’t do it justice

This panel features a Heart Rate and Sweat Monitor

This panel was made for the Konami Windy Cabinet, however it conforms to the Sega Panel Standard

This panel was made for the Konami Windy II Cabinet, however it conforms to the Sega Panel Standard

Namco Actually distributed Tekken 5 in New Net City cabinets with dedicated art.

If you have a good image of the Sega variant of this panel please send it to me

This is one of my personal favorites, the Subway map art looks great, unfortunately these were on European cabs and the factory print quality is terrible.

The Versus City Cabinet was actually a joint effort by Sega and Tecmo so each brand sold it under their name. Tecmo Versus City cabs also show the Tecmo logo on other art where the Sega Logo would normally appear.

This machine was used just to manage player cards without tying up a Virtual On gameplay seat.

This panel was made for the Sigma Game Explorer Cabinet, however it conforms to the Sega Panel Standard

Note the weird design where 2 buttons are used for movement and a joystick is used for attack
Also note that these panels used a special Semitsu LS-57 Bat-Top Joystick

2 Player Joystick Panels

Note the metal flap in the center that allows use of Dreamcast Controllers

This panel was made for the Konami Windy Cabinet, however it conforms to the Sega Panel Standard

Part Number: CQN-2000 (Full Assembly) / CQN-2001 (Panel Only)
This was the original Panel that shipped with the Astro City and New Astro City Cabinets

Part Number: SAC-2000 (Full Assembly) / SAC-2001 (Panel Only)
Nearly identical to CQN-2000 except button 3 has been moved to below button 1 This is due to the Astro City II being designed around Virtua Fighter and this button placement is more amicable to that game.

This was a whole control panel unit for the Sega Saturn modeled after the Astro City Control panel housing and featuring 8 buttons per player

This was found on the Super Vega 21 Superguns

Part Number HOT-2003

Part Number HOT-20003 (fully assembly) / HOT2006 (panel only)
This was the default panel that shipped with the Blast City

Part Number: OOM-8-A6BS-H (still in production as of 2021)

This panel is almost like a 2P variant of the Versus City Panel

Only sold as an overlay (part number NOU-2001). Likely made for a New Naomi Universal cab (the Euro version of the NNC), that never came to market. (Thank you nem for the information)

This was for the USA and EU Market.

This was for the USA and EU Market. I don’t believe it was ever shipped installed but rather as an overlay as part of a kit.

This panel was made for the Sigma Game Explorer Cabinet, however it conforms to the Sega Panel Standard

Note that the buttons are on the left and used for movement while the joystick is on the right and used for attack.
Also note that these panels used a special Semitsu LS-57 Bat-Top Joystick
Analog Joystick Panels

Analog Joysticks and speed sensitive kick buttons. As this is a 4-player game I wonder if there is a matching “Player 3 / Player 4” version of this panel

Joystick shaped like a banana, uses a unique stick with very little dead-zone and an inverter board

Despite the lack of markings this panel was only ever used for this game.

This is the same panel as the JP/World market version with game specific artwork, found on the Dedicated Zombie Revenge cabinets sold in the USA.

This is a really interesting panel the joysticks are both Analog and Digital Simultaneously and have PCBs featuring Nintendo 64 Controller ICs. all buttons are routed through these PCBs and it connects to an Aleck64 Mobo with only 3 wires per player.
Trackball and Spinner Panels

I’ve seen a 1P version of this panel as well but I don’t currently have a picture of it.

It’s unknown if a 1P variant exists

This includes a JVS Trackball IO on the back of the panel

Identical to the Dynamic Golf Panel but for English markets instead of Japanese

This features an 8-way Trigger stick like the one used on Virtual On Oratorio Tangram, and also has an integrated JVS Trackball IO on the back of the Panel

Despite having artwork similar to the Egret II this panel is actually shaped for Sega cabs. As you can see above it’s installed into an Egret panel and there are gaps. This was most likely done to make it cross compatible across many cabinet types.
Buttons Only Panels

There is an official Super Bishi Bashi Champ panel also but I do not have a picture of it. Gameplay buttons also illuminate

This panel was made for the Konami Windy Cabinet, however it conforms to the Sega Panel Standard

Part Number: RM-1BS-H (Still in production as of 2021)

Baseball Panels

World Series Baseball (2001) is the English version of Super Major League (2001)
Blank Panels
These are more of a control panel placeholder since it is installed a cab with a gun pedestal or for a game with touch screen controls.

This was used on the series of E-Touch/DVD Mahjong game produced by Seibu Kaihatsu under the “Cats” name

Fishing Panels

This appears to be the same Panel as Bass Angler with a Sticker Over the Logo

Twin Stick Panels

Despite the version specificity (it is explicitly called out in the artwork) this is the only official candy panel made for VOOT

This was a one off prototype but the panel does confirm to Sega Panel Specs.

this came after the prototype, as you can see it more closely matches the final design

Obviously this is a complete console controller but the panel confirms to the Sega Panel spec and can be used in-cab
Part Number: VDC-18-c 18 (Still in production as of 2021)
Other Panels/Oddballs

There is another variant of this that is a whole control panel housing replacement, this one is interesting as it’s a compact panel only variant.
